What happened
The XPU complex arange skip on the OpInfo does not apply to the separate _refs.arange PythonRefInfo. Its fallback tests therefore still execute and fail in arange_xpu_preprocess for ComplexDouble. Add the same tracker-backed XPU dtype skip to PythonRefInfo so both test metadata paths consistently represent the unsupported XPU feature.
