Fresh CI Docker image builds pull intel-openmp>=2023 via mkl-static==2024.2.0, which resolves to the newly published intel-openmp 2026.2.0 and pulls in intel-cmplr-lib-ur 2026.2.0. The 2026.2.0 Unified Runtime loader lacks the urKernelSetArg* symbols needed by the installed SYCL 2026.1 runtime, causing link-time undefined reference errors on test_jit ( #201218 ).
