What happened
Motivation Teardown of nested DinD containers on shared overlay storage causes writeback contention on MI350 nodes. Running the CI image as the ARC job pod removes that nested docker exec path. Summary This PR removes the DinD requirement (the test job runs in the CI image directly). That image is the main CI image, not an image built by this pull request.
