What happened
Linux CI runs on ARC, where the GitHub runner is uid 1001 ( actions/runner-images#10936 ), but the CI image's jenkins user is still 1000 from EC2. This matches it so setup-linux no longer needs chmod -R 777 on the workspace (removed in #199361 ).
