What happened
Summary Every CUDA 13.0 job in pull.yml / trunk.yml has an exact 13.2 structural twin (same reusable workflow, same shard layout, same configs), so 13.0 is duplicated in per-commit CI. This moves 13.0 to periodic.yml and leaves 13.2 as the per-commit CUDA version .
