Fixes #116396 . operator.concat and operator.iconcat are already supported by the polyfills added in #175213 ( torch/_dynamo/polyfills/operator.py ) and covered by the existing test_operator_concat / test_operator_iconcat tests, so the BuiltinVariable entries from the earlier revision of this PR were unreachable and have been removed.
