A Perfect SimCity

After 35 years of playing SimCity, I still could not say what makes a "Perfect" city. An evaluation screen displays a Score of 0 to 1000, and I struggled to reach 900 and never understood its factors. Discovering these factors by play is the fun of a simulation game, and this one has the advantage that the source code is also available.
