This reverts commit a2ab606 . Reverted #194959 on behalf of https://github.com/georgehong due to This is breaking internal builds with error: no member named 'cerr' in namespace 'std'. Removing from c10/util/Exception.cpp dropped the declaration of std::cerr, which that file still uses. ( comment )
