Re-land of #193223 , with an additional check so that .ci/pytorch/test.sh skips the whole Kineto test block when TEST_CONFIG contains nogpu. This is a bit unconventional, but Kineto is frozen right now for upstreaming and I don't want to do another submodule bump if I can avoid it.
